Travel ban 2.0 exempts Iraqis, U.S. permanent residents

On Monday, U.S. president Donald Trump signed in the Oval Office a revised version of his executive order barring entry to the United States by refugees and individuals from certain Muslim-majority countries. While the previous ban, which caused chaos at airports and drew considerable criticism from within and outside of the U.S. government, covered seven countries, this one names only six and specifically exempts legal permanent residents and anyone who already has a visa to enter the country, or a visa revoked by the earlier executive order.

Residents of Syria, Iran, Libya, Somalia, Sudan and Yemen must now wait 90 days for visas. Iraq was removed following concerns that people who had helped the United States military and Iraqi government during and after the Iraq War might be left in danger. Secretary of State Rex Tillerson said this was because the U.S. State Department and Iraqi government improved the vetting process, though he did not say what exactly changed. The Iraqi government also lobbied heavily. Prime Minister Haider al-Abadi spoke with President Trump by phone and Vice President Pence in person. A senior official with the Trump administration also told reporters the Iraqi government had promised “timely repatriation” for Iraqi nationals whom the U.S. has decided to deport.

There is still a 120-day moratorium on accepting refugees into the U.S., though the ban on Syrian refugees is no longer indefinite. The new order omits language that gave priority to religious minorities, which critics such as National Public Radio’s Domenico Montanaro read as “Christians.” Claims of religious discrimination against Muslims contributed to the first order’s overturn by the judiciary.

Under the previous travel ban, permanent residents in possession of a green card were concerned that if they were to visit their home countries they might be barred from returning to the United States. The new executive order exempts them.

Representative Adam Schiff, a Democrat on the House Intelligence Committee, said both orders have “the same fundamental flaws.” Representative Andre Carson of Indiana, who is Muslim, referred to this as “Muslim ban 2.0” on Twitter. Senator Chuck Schumer, a Democrat from New York, called for the order’s repeal, saying, “A watered-down ban is still a ban.”

Not all of the response has been negative. “I have always shared President Trump’s desire to protect our homeland,” said Senator Lindsay Graham, a Republican and a critic of the first executive order. “This Executive Order will achieve the goal of protecting our homeland and will, in my view, pass legal muster.”

The order is set to go into effect on March 16. The White House continues to affirm that the original travel ban was legal and the issue may still be heard before the U.S. Supreme Court.

The Red River at Winnipeg is almost clear of ice blocks and ice jamming, however there are still dangers from the Red River flood.

Ice blocks which were as high as two storey buildings were ripping out trees, fences and railway ties. “You’ll see huge pans of ice standing vertical, up to 20 feet (6.1 m) high,” said Steve Topping, an official with the provincial Water Stewardship Department. “Ice was shoved up on the shore and took out trees with a very devastating effect. It has changed people’s view of the river.”

“It is incredible, the force. One piece of ice pushed out of the river about 20 feet. You watch the force push this up right in front of your eyes,” said Dean North, of the Selkirk Golf and Country Club.

Royal Canadian Mounted Police are ticketing sight seers who are driving through road closure signs and approaching excavators, cranes and crews breaking up the ice. Vehicles, people, boats, and kayaks are getting in the way.

An eight year old boy is in critical condition after slipping on a culvert Thursday. He was pulled underwater by the speed of the flowing water and remained under for about five to ten minutes until adults could rescue him. The air ambulance supplied by Alberta’s STARS (Shock Trauma Air Rescue Society) remains in the city of Winnipeg, Manitoba.

“This is not a spectator sport. It’s not about getting the best pictures for the family albums. I know floods are seen as a bit of an event, but some of the instances I’m hearing about, people should give their head a shake, they really should,” said Steve Ashton Manitoba Emergency Measures Minister, “Those who fall into the river or get into trouble in another way would be not only endangering themselves but the emergency response crews trying to rescue them. I don’t want to see a situation … where we’re trying our darndest to prevent flooding and save lives and somebody [who] decides to go have a white-water experience ends up killing themselves.”

Early Easter Sunday morning floodwater reached the rural municipalities of St. Andrews and St. Clements north of Winnipeg. Residents were sent an evacuation advisory Good Friday, however some residents remained. Rescue efforts commenced Saturday night to find those stranded and unable to leave as their vehicles cannot travel in the swollen overland floodwaters. Some people were rescued from roof tops as entire houses were swept off of their foundations by the large ice blocks hurtling down the river.

Highways in the area remain closed. Neil Gobelle, of Manitoba Infrastructure and Transportation said to “definitely continue to watch the Red River Valley and north of the city up in the Selkirk area. Things are changing quite a bit, quite quickly, so we’ll keep an eye on those areas.”

As of Easter Sunday, Winnipeg is expected to be ice free on the Red River. The River rose 4 feet (1.2 m) in the course of 24 hours. Rain is in the forecast and the higher temperatures of 17 °C (62.6 °F) will cause melting of snow and ice.

A weather system caused by La Niña is being watched by the United States National Weather Service and its potential effects between April 16-18 for residents along the Red River Valley. “We want people to be aware there is a very real possibility of the river going higher than what is out there,” said Mark Ewens, data manager at the NWS, “To have spring floods like this back-to-back is just an unfortunate series of events that have come along to plague us this spring. We’re wanting people to understand that this is a potentially serious problem.”

On Wednesday, the Indian Supreme Court declared that preventing women of age 10–50 from entering the Sabarimala Temple in Kerala was “arbitrary” and unconstitutional.

The Supreme Court began on Tuesday the hearing for the public interest litigation filed by petitioners including the Indian Young Lawyers Association. A panel of five judges — Justice DY Chandrachud, Justice RF Nariman, Justice AM Khanwilkar, Justice Indu Malhotra, and the Chief Justice of India Dipak Misra — heard the case of traditional prohibition of the entry to the temple based on a woman’s age.

For centuries, women within the age range when females generally have monthly menstrual cycles were prevented from entering the Lord Ayyappan’s temple. Ayyappan was considered celibate. Earlier this year, the Travancore Devaswom Board made it compulsory for women to produce an age proof in order to enter the temple. Ravi Prakash Gupta, one of the representatives of the petitioners, said, “Mere sight of a woman does not affect anyone’s celibacy if one has take[n] the oath of it, otherwise, such oath has no meaning.” Menstruation has been considered taboo in Indian society, and women were barred from entering the kitchen or a temple during the menstruation cycle.

A number of fundamental rights, mentioned in the Indian Constitution; including the right against discrimination on the basis of gender or sex, per Article 15; right to freedom of practice of any religion per Article 25; and abolishment of untouchability in Article 17; were considered in this case.

Citing Article 25 (1) of the Indian constitution, Justice DY Chandrachud said, “All persons are equally entitled to freedom of conscience and the right freely to profess, practice and propagate religion.” Chandrachud went on to say, “This means your right as a woman to pray is not dependent on a legislation. It is a constitutional right. Nobody has an exclusionary right of entry to a temple”.

Chief Justice Dipak Misra said, “On what basis do you deny the entry. It is against the Constitutional mandate. Once you open it for public, anybody can go.” Misra also said, “In a public place of worship, a woman can enter, where a man can go. What applies to a man, applies to a woman.”

Saying the state government is “bound to obey” the Supreme Court’s verdict, Kerala’s Minister K Surendran said, “The state government’s stand is that women should be allowed to offer prayers in Sabarimala Temple […] Devaswom board now has the same opinion as that of government.”

Militants in Pakistan launched a truck bomb attack on the Peshawar Pearl Continental hotel, killing 18 and wounding at least 55. Among the dead were two foreign United Nations officials working for the World Food Programme.

According to the BBC, Fidayeen-e-Islam, a relatively obscure Pakistani militant group, claimed responsibility for the blast. The attack follows a threat from the Taliban made on May 27, warning of “major attacks” in Pakistan.

The bombing occurred despite the property being heavily guarded and secure. The militants gained entrance by overcoming the guards with gunfire, and forcing a bomb-laden truck, containing at least 500 kilograms of explosives, through the gates. Police official Liaqat Ali told the Associated Press that the militants “drove the vehicle inside the hotel gates and blew it up on reaching close to the hotel building.”

The bomb caused a 15-foot wide crater, and brought down the west wing of the hotel. An injured guest, Jawad Chaudhry, said, “The floor under my feet shook. I thought the roof was falling on me. I ran out. I saw everybody running in panic. There was blood and pieces of glass everywhere.”

The hotel is regularly used by businessmen and diplomats, and is located in a secure area of the city. Neighbours include the Peshawar High Court, Provincial Assembly and the official home of the Commander of the Frontier Corps. The perceived security of the neighbourhood makes it a candidate for the location of a planned United States consulate.

The inflation rate in Ireland, as measured by the Central Statistics Office (CSO), edged upwards to hit a five month high in May at 2.4%. This represents a 0.2% rise on the previous month when the rate stood at 2.2%.

The major contributors to the rise were increased transportation, healthcare, and education costs. In April the EU25 average rate of inflation was 2.1%, with Latvia having the highest rate at 7.1% and Sweden the lowest at 0.4%.

Despite the increase in the rate, Irish inflation remains very low – having hit 7% during 2000 and remaining around the 5% until the beginning of 2003. Another major factor easing any worries about the increase is Ireland’s very strong GDP growth – expected to be around 5.5% this year

On an annual basis the cost of footwear and clothing have fallen by 2.7% whilst energy costs have soared by 10.4%. The cost of food, furniture, and communications also fell over the last 12 months.

The Consumer Price Index is made up of over 55,000 prices consisting of 613 headings which cover over 1,000 different items.

24-year-old Aman Kassaye, of no fixed abode, is to face a charge of attempted murder for his alleged role in an armed robbery that netted £40 million ($65 million) worth of jewelry from a London store.

Kassaye is the seventh man to be charged, and is also facing prosecution for conspiracy to rob the Graff store in New Bond Street, false imprisonment, and using a handgun to resist arrest. He will appear at Wimbledon magistrates court on Monday.

The other six men have already been remanded in custody until October 23, when they will appear at Kingston Crown Court. All are facing charges of conspiracy to rob, and two of them are also charged with a firearms offense.

43 diamond rings, watches, and bracelets were taken from the store. The theft occurred when two armed and suited men walked in and took an employee hostage. It has been reported they used prosthetic masks made from liquid latex but police have not confirmed this. Amateur footage also shows a shot was fired. No-one was injured.

The robbery is one of the biggest the United Kingdom has seen. After the crime a string of getaway vehicles was used, with police believing several more offenders assisted with this stage of the plan. Although The Telegraph claims no stolen property has yet been recovered, this is also unconfirmed by police.

Chemists from the University of Delaware, Newark, in collaboration with the University of Wisconsin-Madison, recently reported their preparation of a complex containing two chromium atoms connected by the shortest ever metal-metal bond, 1.8028 Å (0.2 nm) long. 1 Å is 1×10?10 meters or 1/10,000,000,000 meters. The scientists, including Prof. Klaus H. Theopold and graduate student Kevin A. Kreisel, believe the compound contains a quintuple bond, i.e., five bonds between the two chromium atoms.

In general, shorter bonds containing more electrons will be stronger. Although single, double and triple bonds occur in nature, quadruple and quintuple bonds have so far only been found in the laboratory. The first compound with a quintuple bond was reported in 2005.

To make the complex, the scientists first reacted chromium chloride with a bis(2,6-diisopropylphenyl)diazadiene ligand, which has the structure Ar-N=C-C=N-Ar (Ar is a bulky aryl group). This intermediate dark-green compound was then reduced using KC8 (potassium metal in graphite) to give the unusual product. The compound crystallises from ether as red/green plates. The quintuple bond between the metals is weakened by some mixing in from antibonding orbitals, reducing the overall bond order to around 4.28. The bond length is 0.026 Å shorter than the previous record, a dichromium complex reported in 1978 by F. Albert Cotton and coworkers, which featured a quadruple bond 1.828 Å long.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.
