US Senate Panel approves bill to reduce greenhouse gas emissions

A United States Senate committee has passed landmark legislation aimed at combating global warming by limiting carbon dioxide emissions. The vote was timed to coincide with the U.N. conference on climate change taking place in Bali, Indonesia.

The bill would set caps on U.S. greenhouse gas emissions from electric utility, transportation and manufacturing industries beginning in 2012 with the goal of cutting emissions 60 percent by 2050. It would create an incentive system that would give credits to industries that cut pollution. Industries that failed to reduce emissions would be forced to buy credits from others.

The Democratic-led Senate Environment and Public Works Committee voted eleven to eight, largely along party lines, to send the measure to the full Senate for what supporters hope will be action early next year.

“We are facing a crisis that will hit our children and our grandchildren the hardest if we do not act now. Not to act would be wrong, cowardly, and irresponsible,” said Senator Barbara Boxer, a Californian Democrat, chairwoman of the committee.

Senator Boxer, who is expected to travel to Bali as part of a U.S. congressional delegation next week, said committee approval of the bill sends a signal to the rest of the world that the United States is serious about reducing global warming.

But many Republicans oppose the legislation, saying it would increase energy costs and lead to job losses. They argue the measure does not ensure that other nations, particularly China and India, will cut emissions.

“China’s emission will continue to accelerate as it builds coal plants and imports jobs from the United States. This will be enormously expensive to households within seven years as electricity prices skyrocket by 35 to 65 percent,” said Senator James Inhofe of Oklahoma, the top Republican on the committee.

But co-sponsor Republican Senator John Warner of Virginia, who broke with many in his party to support the measure, offered a different view: “If we do not act, China and India will hide behind America’s skirts of inaction and take no steps of their own. Therefore we simply have to lead,” he said.

The House of Representatives has yet to draft its own version of the legislation.

The Philadelphia Phillies star, now 31 and a two-time All-Star, has produced well for the Phillies over the last half a decade without the glamour of other top players. However, last night there was no denying that he was the star of the show.

And what a show it was. The first batter in the 2005 Home Run Derby, Abreu proceeded to shatter the previous record of 15 home runs in a round, belting 24, including a 517-foot moonshot that exited the stadium in right field, going through two bats in the process. This rampage came immediately after ESPN announcers Chris Berman and Joe Morgan described Comerica Park, the site of the Derby, as a difficult park to hit home runs in.

In the second round, Abreu edged past Boston’s David Ortiz (who himself hit an astounding 17 homeruns in the first round) and Milwaukee’s Carlos Lee to earn a spot in the finals alongside Detroit star Ivan Rodriguez. Rodriguez, who snuck into the second round with 7 dingers, swatted the most in the second round, but his home-field advantage deserted him in the finals as Abreu smashed 11 over the fences to win the Derby for his native Venezuela.

Abreu’s three-round total of 41 homers broke Miguel Tejada‘s record of 27, set last year in Houston’s Minute Maid Park.

On the third day of the 2007 Taipei IT Month in Taiwan yesterday, notebook computers and desktop computers built with AMD’s Phenom processor and Intel Penryn processor openly battled for the consumer-market after each company launched their quad core processors.

Intel with partners like Acer, Genuine, ASUS, and Lenovo promoted their desktops with Core 2 Quad and notebooks with Centrino Duo, even though Intel didn’t plan to exhibit in IT Month. Intel’s Taiwan division is holding two road shows for DIY experts. One was on December 1 while the second will be on December 8.

AMD, on the other hand, put on a showcase for IT Month with a Bee Movie booth-style exhibit at halls 1 and 3 of the Taipei World Trade Center. AMD’s subsidiary company ATI showcased HDMI and Full HD with a demonstration of a new graphic card named “Radeon HD2000”.

As the two rivals postured over factors like performance and high-definition, Wikinews reporter Rico Shen interviewed some of their partners. BenQ and Micro-Star International both said: “No matter whether the consumer chooses a computer with AMD or Intel, the consumer should consider it based on functionality and practically before purchasing. For example, some low-price notebook computers (EeePC, OLPC) were launched before the show because notebook computer manufacturers had considered and evaluated what a consumer really want. Sincerely, I recommend a consumer not be fooled by a its price but to consider its functionality first!”

The primary housekeeper has an important job in maintaining a safe and inviting atmosphere in the home. A housework checklist, whether it is written down or simply kept by memory, is an important tool in keeping track of what is necessary for the basic functioning of a household and for what is uniquely comforting and relaxing for each family. This checklist can be essential for the physical and mental wellbeing of the entire family during difficult times.

We all function better during stress if we can maintain or re-establish a clean, comfortable, consistent base. We all want to depend on the ability to wash in clean water with soap, and to dry our hands on a clean towel. We expect to be able to sit down on a comfortable chair or to lie down on a clean bed. If our clothes are clean and we can eat a nourishing meal, it is easier for us to cope with lifes challenges. But, because the primary housekeeper may need to expend all of his or her energies on the crisis or problem, it may not be possible for them to give their houses a thorough cleaning during a stressful time. Whether the stress is caring for a new baby, meeting difficult deadlines at work, caring for a family member after an accident, surgery, or during an extended illnessor if life has been disrupted by a long-term power failure, a fire, or a natural disasterwe and our families still have basic needs to be met. Keeping a clean house in stressful times can be a challenge. These are the times to focus on the basics and to keep things simple and clean.

If you have a basic housework checklist, and if you concentrate on the chores that will make the most difference to you and your family, you can let the rest of those chores go until life settles back down. If everybody has clean clothes, if there are clean dishes to cook with and eat from, if the garbage is collected and removed from the living areas, everyone will feel a little better. Everybody has different household stressors. Some people can let everything else go for a while as long as their bathroom is clean. Other people are uncomfortable if their beds are not made. Still others have to have their kitchen floor washed immediately after cooking a meal. These stressors are unique to your family, and should be on your basic housework checklist.

Remember to prioritize while you are focusing on the basics of simple and clean. Focus first on the basics: dishes, laundry, and garbage. Rinse dishes immediately after they are used. Load them into a dishwasher if one is availableor soak them in hot, soapy water until the water cools, rinse them, and let them air dry. Be sure to keep towels, bedding, underwear, pajamas, and comfortable, casual clothing clean, folded, and put away. If your laundry room is already set up with a basic detergent that is safe for most fabrics and if you have an effective, easy-to-use spot remover, you will be able to keep up with this task. Remember, folding clothes can be therapeuticand even small children can fold towels and underwear. A shared task will help even the youngest member feel valuable to the family, especially when the adults may be preoccupied. At set times during the day, for instance after meals and at bedtime, pick up the trash to be thrown away. This is another task that can be shared.

Next, branch out to doing things that help keep your family well, like stocking up on and preparing healthy snacks. Also, make sure everyone gets enough rest, including the very young.

One important task can help fight the spread of infectious disease–wiping off the bathroom fixtures with a sanitizing solution once a day. In a pinch, pour a little alcohol on a folded length of toilet tissue and wipe off the chrome fixtures in the bathroom, including the toilet handle and the faucets and water knobs.. The sinks and counters can be wiped down as well. Then, flush the tissue. Some products make this task extremely easy and quick. For instance, try the disposable clothes that are treated with disinfectant. If there is time after these basics, focus on chores that will have the greatest psychological effect on you and your family, whether that is making the bed, keeping cold drinking water in the refrigerator, or making the house smell like chocolate chip cookies. Everything else will keep until a better day.
